Norris Public Power District is governed by a Board of Directors consisting of 12 members, each serving staggered terms of not more than six years. Directors are elected by District voters within the District's 12 subdivisions. The day-to-day operation of the District is the responsibility of the General Manager. Norris Power has 73 full-time employees.
