The District receives a majority of its power and energy from Nebraska Public Power District at 12 delivery points. The 34.5 kV and 69 kV transmission system is arranged to interconnect between the major delivery points and provide for reliability of power supply and flexibility of system operation. With the exception of public street and highway lighting, which are billed a flat monthly fee, all other customer services are metered. Norris' current service area includes Gage, Jefferson, Lancaster, Saline, and Thayer counties. As of December 31, 2008 Norris Public Power District served a total of 40 villages at retail service and four villages at wholesale service.

Although approximately half of the District's electric energy sales are from commercial and industrial customers, the District's electric system is primarily a rural distribution system. Operating revenues increased from $39.8 million in 2007 to $43.5 million in 2008. The District was serving 18,421 customers as of December 31, 2008 compared to 18,268 customers as of December 31, 2007. Customer growth continues at an average increase of 1.5 percent each year.
